Wandsworth Council is seeking a private sector partner to form a joint venture vehicle to deliver the regeneration of the 13 hectares (32 acres) Winstanley and York Road Estates, adjacent to Clapham Junction Station, Battersea.
Following detailed technical and financial assessment of pre-qualification submissions for the major Battersea estate regeneration opportunity at Winstanley and York Road, five parties have been shortlisted to participate in the next stage of the OJEU Competitive Dialogue process.
The shortlisted parties are: Balfour Beatty Infrastructure Investments & First Base, Berkeley Group, C&C Properties & Pinnacle Group, Lend Lease and Taylor Wimpey UK.
Gerry Hughes, Chief Executive at Bilfinger GVA, lead advisor to Wandsworth Council for the procurement process, said:
“We are delighted that the calibre of the five shortlisted parties matches the scale and potential for this significant estate regeneration opportunity. We look forward to working with them all in developing their proposals throughout the remainder of the process.”
The project aims to vastly improve the local environment, creating a well-designed mixed-use neighbourhood of approximately 2,000 homes and new retail, leisure, community and office space.
Council tenants and owner occupiers are being offered new homes in the development so they can stay and share in the area’s revival. A range of employment, skills training, mentoring, health and youth support initiatives are also being focused on these two estates to help the community prosper and take full advantage of the new opportunities this regeneration scheme offers.
The selection of a preferred party is expected in late 2016.
